FALLS CHURCH, Virginia — The Plumbing-Heating-Cooling Contractors — National Association’s (PHCC) Educational Foundation named Sheldon Shapiro to the organization’s Board of Governors. This distinguished group — composed of leading contractors, manufacturers, and other industry partners who are major donors to the Foundation — is responsible for guiding the development of industry education and training programs for contractors and their employees.

Sheldon Shapiro and his brother Jerry grew their family business the mechanical contracting company Shapiro and Duncan based in Rockville, Maryland, to more than 400 employees. Shapiro was a strong supporter of HVAC and plumbing apprenticeship programs. He sponsored engineering scholarships locally and actively served on various industry boards. He was also a generous donor to the PHCC Educational Foundation.

Shapiro passed away in February 2019 at just 53-years-old. However, his generosity and desire to support industry education included making estate plans to continue his giving through his private foundation. This year, Shapiro’s giving in life and then through his estate surpassed the threshold for inclusion on the Foundation Board of Governors list. In recognition for this enduring support for the Foundation’s educational mission, Sheldon Shapiro was officially recognized as a member of the Foundation Board of Governors in memoriam on Oct. 29 during the Foundation Donor Reception at the PHCC CONNECT 2025 conference in Grand Rapids, Michigan.

Shapiro was always “generous with his time, resources and spirit,” shared industry educator and friend Kirk Alter. By naming Shapiro to the Board of Governors, “we are doing more than recognizing his success, we are honoring his spirit. This is our way of saying that Sheldon still belongs here, among friends, among peers, and among the leaders who build this industry and care deeply for its future.”
